Support types and conditions
This batch of open applications for leading entrepreneurial talents is divided into settled projects and unsettled projects.
Settled projects
The settled projects mainly support leading talents who are well versed in science and technology and understand the market, bring teams, technologies, and projects to start a business in Suzhou, and play a leading role in promoting technological innovation and industrial development in the city. Priority support will be given Under 40 years old (born after January 1, 1986)and full-time entrepreneurial talents. The basic conditions are as follows:
1. Applicants should generally have a full-time undergraduate degree or above, have more than 3 years of relevant R&D, management work experience or self-employment experience, and have achieved outstanding performance.
2. The enterprise to be founded is a high-growth technology-based or modern service industry enterprise, the leading product has independent intellectual property rights, masters relevant core technologies, the technical level has reached internationally advanced or domestically leading levels, can fill domestic gaps or lead the development of related industries, and has good market development prospects and expected economic benefits.
3. Be the main person in charge of the enterprise, the equity is generally not less than 20%, or the largest shareholder of a natural person, and the cash contribution (paid-in capital, excluding technical shares) in place is not less than 1 million yuan. If the investment is made through a shareholding company, in addition to the above conditions, the cash contribution of the shareholding company in the reporting enterprise shall be no less than 2 million yuan. After being selected until the end of the assessment and acceptance, the actual amount of individual investment shall not be reduced.

The unsettled projects mainly support talents who plan to start a business in Suzhou, with priority given to overseas talents recommended and supported by various places and talents who plan to start a full-time business. The basic conditions should meet the above conditions 1-3, and after obtaining the qualification of leading entrepreneurial talents,June 15, 2027 Previously completed business registration and other related work in Suzhou.
Main support policies
➢Leading entrepreneurial talents who have received project approval will be provided with project subsidies of 1 million yuan, 2 million yuan, 3 million yuan, and 5 million yuan in different levels. Those who have received project funding of 5 million yuan will be given a house purchase subsidy of 2 million yuan, and the rest will be given a house purchase subsidy of 1 million yuan (leading local growth talents in entrepreneurship will not enjoy the house purchase subsidy).
➢For leading entrepreneurial talents who have completed the project commitment period, passed the acceptance inspection and have good growth potential, rolling project support of up to 5 million yuan will be provided on a selected basis.

The Suzhou Innovation and Entrepreneurship Leading Talents Program project is subject to online application throughout the entire process.
